PayPal has applied to the Utah Department of Financial Institutions and the Federal Deposit Insurance Corporation to establish PayPal Bank, which aims to provide customers with interest-bearing accounts with deposit insurance and to expand direct lending to small businesses under a more relaxed regulatory environment.
