Recently, the 2025 national flood control and drought relief emergency management conference was held in Zhejiang. The meeting emphasized that China's extreme weather events are increasing in frequency and intensity, and the vulnerabilities such as floods in small and medium-sized rivers, flash floods, and urban and rural waterlogging are causing significant casualties. The risks of river basin floods should not be underestimated, and the emergency response capabilities are facing challenges. It is necessary to deeply understand the importance and urgency of doing a good job in flood control and drought relief from the perspective of better coordinating development and security, accelerate the construction of a scientific and efficient water and drought disaster prevention and control system, systematically address the shortcomings and weaknesses of flood control and disaster reduction in various regions, especially in northern regions, and make efforts to prevent and mitigate major flood, drought, and flood disasters. It is important to continuously improve the flood control and drought relief command system and inter-departmental coordination mechanism, make targeted preparations and response to flood control and drought relief work, widely promote disaster prevention, reduction, and relief public education, and constantly enhance the disaster prevention and mitigation consciousness and self-rescue and mutual aid capabilities of officials and the public.
