The "Thirteenth Five-Year Plan" period is a crucial period for the construction of a new energy system in China. We must adhere to a systematic concept, coordinate development and security, balance the present and the future, reasonably grasp the pace and intensity, accelerate the construction of a clean, low-carbon, safe, and efficient new energy system, and provide energy support for promoting high-quality development and advancing the Chinese-style modernization. Accelerating the construction of a new energy system is the only way to achieve the goals of carbon peaking and carbon neutrality, and promote green and low-carbon development. China is a major emitter of carbon, with nearly 90% of carbon dioxide emissions coming from fossil fuel combustion. China has committed to the "dual carbon" goals, with the explicit target of non-fossil energy consumption accounting for over 80% by 2060. It is necessary to change the traditional energy system dominated by high-carbon fossil fuels. At the same time, accelerating the construction of a new energy system will comprehensively improve the high-level basic and modernized industrial chain of China's energy industry, promote the green and low-carbon transformation of energy and industrial structures, and consolidate and enhance the global competitive advantages of green and low-carbon industries.
