Shanghai Pudong: Providing up to 300,000 RMB of free computing power for new AI startups with one person.

The 2025 Global Developers Pioneer Conference and International Embodied Intelligence Skills Competition opened on December 13th. Shanghai Pudong New Area announced several measures to support innovation and entrepreneurship in artificial intelligence development on the same day. Pudong, Shanghai proposed to comprehensively launch the construction of the Zhangjiang Artificial Intelligence Innovation Town. For newly registered OPC companies, up to 300,000 RMB of free computing power will be provided. The policy also includes the launch of the "Ten-One" Dream Policy Package, which includes free workspaces, talent apartments, start-up funds, computing vouchers, scene docking, and comprehensive support, aiming to create a "low innovation cost, high intellectual density" entrepreneurial environment to help Pudong add thousands of new companies within three years and the scale of the artificial intelligence industry breaking through 250 billion RMB, further solidifying Shanghai's competitiveness and attractiveness in the global AI arena.
