In response to the imminent need for elderly care, four departments have issued the "Action Plan for Improving the Capacity of Elderly Care Services".

Recently, the National Health Commission, the National Healthcare Security Administration, the National Administration of Traditional Chinese Medicine, and the National Health Commission jointly issued the "Action Plan for Enhancing Elderly Care Service Capacity". It proposes that by 2027, the elderly care resources will be effectively expanded, and the elderly care service system covering institutions, communities, and homes will be gradually improved. The service capability of practitioners will be continuously enhanced, and the quality of elderly care services will continue to improve. The continuity, accessibility, and standardization of services for the elderly will be continuously enhanced, and the sense of satisfaction of the elderly will continue to increase. The "Action Plan" states that it is necessary to rely on urban medical groups and county-level medical consortia to gradually establish an integrated elderly care linkage model within medical alliances, with a vertical focus on interaction between medical institutions. This will promote the extension of elderly care services from institutions to communities and homes, and improve the care service system covering acute treatment, chronic rehabilitation, stable care, and end-of-life care for the elderly population. The "Action Plan" also requires the expansion of the coverage of "Internet + nursing services", utilizing information technology to enable nurses to provide professional nursing services to elderly patients who are unable to move due to disability or cognitive impairments. Additionally, by 2027, the proportion of elderly care professional nurses participating in training in the area should reach 95% or above.
