National Healthcare Security Administration: Strive to achieve nationwide implementation of "no out-of-pocket expenses" for childbirth within the scope of policies.
On December 13, 2025, the National Conference on Medical Security was held in Beijing. The conference called for actively adapting to the population development strategy in 2026, promoting the development of maternity insurance and long-term care insurance. It also pushed for the inclusion of flexible workers, migrant workers, and those in new forms of employment in the coverage of maternity insurance. Additionally, it aimed to increase the level of medical expense coverage for prenatal examinations, striving to achieve nationwide "no out-of-pocket expenses" for individuals giving birth within the policy scope. Suitable pain relief during childbirth projects should be included in the fund payment scope. The conference also emphasized the direct distribution of maternity allowances to insured individuals according to procedures. It further promoted the long-term care insurance system and optimized long-term care service supply. Commercial insurance institutions are encouraged to develop commercial long-term care insurance products.
