The Communist Party of China Jiangsu Provincial Committee released a proposal on formulating the 15th Five-Year Plan for the National Economy and Social Development of Jiangsu Province, which includes accelerating the construction of a modern infrastructure system. It emphasizes strengthening the overall planning of infrastructure, optimizing the layout structure, promoting integration and fusion, enhancing safety and operational sustainability. It also suggests moderately advancing the construction of new infrastructure, further optimizing the layout of digital infrastructure, building integrated data circulation and utilization infrastructure, advancing the layout of computing power infrastructure, and promoting the renewal of traditional infrastructure and smart transformation. Additionally, it recommends speeding up the construction of a transportation strong province, improving a modern comprehensive three-dimensional transportation network, enhancing the capabilities of comprehensive transportation hub cities, hub airports, and hub ports. It also suggests orderly advancing the expansion and improvement of expressways, road connecting lines, and extension lines, continuously improving the efficiency of the road network. Furthermore, it proposes building "Jiangsu on the Railroad," improving the main high-speed rail backbone along the Yangtze River and the coast, optimizing the layout of mainline railway connecting lines and key hub linkage lines, and improving the freight railway network. It also recommends constructing intensive and efficient river crossing channels, creating a more distinctive "water transportation Jiangsu," accelerating the construction of a modern water network and high-grade waterway network. It suggests optimizing the main grid layout and structure of the power grid, orderly constructing key projects of inter-provincial and inter-regional power transmission channels, promoting the transformation of distribution networks and rural power grid construction. Additionally, it encourages the development of dual-use public infrastructure in urban and rural areas.
