Among them, it mentions clarifying the distribution mechanism of job-related scientific and technological achievements, including optimizing the funding of surplus funds from horizontal scientific research projects for achievement transformation, strengthening incentives for the transformation of scientific and technological achievements in state-owned enterprises, and clarifying incentives for scientific and technological achievements transformation for research personnel holding leadership positions.
