Deputy Minister of the Chinese Ministry of Ecology and Environment, Li Gao, stated in Beijing on the 5th that according to the plan, by 2027, the national carbon emission trading market will basically cover the main emitting industries in the industrial sector, and the national voluntary greenhouse gas emission trading market will achieve full coverage in key areas. For industries with relatively stable total emissions, quota control should be prioritized, and a combination of free and paid carbon emission quota allocation methods should be steadily promoted. Li Gao stated, "During the 14th Five-Year Plan period, we will accelerate the construction of the national carbon market, deepen the connection with the dual control system for carbon emissions, provide strong support for the implementation of the dual control system, better play the market function, and achieve full coverage of key areas in the national voluntary greenhouse gas emission market." The national carbon market trading entities will be gradually enriched, and market trading supervision will be strengthened. At the same time, active international exchanges and cooperation in various fields and channels are being carried out to promote the establishment of a more effective, dynamic, and internationally influential carbon market, and contribute Chinese solutions to the development of global carbon market mechanisms and global climate governance.
