Implemented from January 1, 2026, the Ministry of Natural Resources clarifies issues related to the minimum price for the transfer of mining rights.
The Office of the Ministry of Natural Resources has issued a notice regarding the minimum price for the transfer of mining rights. The minimum price for the transfer of mining rights should follow market rules, be close to the fair value of the mining rights under the conditions of open, fair, and competitive market, and be determined by the transferor. The minimum price for the transfer of mining rights shall not be lower than the starting price of the transfer of mining rights. When determining the minimum price for the transfer of mining rights, the transferor may commission a mining rights evaluation institution to conduct an evaluation, and the evaluation results will be an important reference for determining the minimum price, or the minimum price may be determined through inquiries, analogies, etc. The evaluation values of mining rights for the mineral species listed in the "Catalog of Mineral Species for the Collection of Mining Rights Revenue in the Form of Mining Rights Revenue Rate" attached to the "Notice of the Ministry of Finance, Ministry of Natural Resources, and State Taxation Administration on Printing and Distributing the Measures for the Collection of Mining Rights Revenue from the Transfer of Mining Rights" do not include the mining rights revenue collected in the form of the mining rights revenue rate.
