Wuhan: By 2027, it will enter the top 10 in the global ranking of research cities, and the overall research and development investment intensity will reach 4.2%.

The People's Government of Wuhan City issued the "Three-Year Action Plan for Building Wuhan into an International R&D Center City". The plan points out that by 2027, Wuhan will enter the top 10 global research cities ranking, accelerate the aggregation of R&D resources, the overall R&D investment intensity in society will reach 4.2%, the number of R&D platforms will exceed 1500, and the total number of R&D personnel will reach 300,000; the R&D capabilities will be greatly enhanced, with over 300 R&D-oriented enterprises, forming 3-5 high-end R&D industrial agglomeration areas, with over 50 high-value invention patents per ten thousand population; the R&D system will be more open, with over 50 international enterprise innovation centers set up overseas, "Belt and Road" joint laboratories and other platforms, and over 50 foreign-funded R&D centers and talent introduction bases set up, with an annual overseas patent application volume exceeding 2500, and the number of international standards led and participated by units in Wuhan accumulatively exceeding 220.
