Joint Declaration of the People's Republic of China and the French Republic on Strengthening Global Governance
At the invitation of President Xi Jinping of the People's Republic of China, President Emmanuel Macron of the French Republic will pay a state visit to China from December 3rd to 5th, 2025. The two leaders will exchange in-depth views on multilateralism and the international situation, reaffirming their commitment to global governance based on the joint declarations made on March 25, 2019, April 7, 2023, and May 7, 2024.
1. This year marks the 80th anniversary of the establishment of the United Nations. As founding members and permanent members of the UN Security Council, China and France reaffirm their firm commitment to uphold the authority and position of the United Nations in the international system, maintaining and defending an international system based on international law and unity rules. The two leaders call for the promotion of multilateralism, which is the cornerstone of the international order and the best way to promote international cooperation, maintain world peace and prosperity, and address a myriad of common problems and challenges.
2. In this spirit, China and France support the efforts of the UN Secretary-General through the "UN 80th Anniversary Reform Initiative" to promote UN reform. They reiterate their support for enhancing the representation of developing countries in all governance platforms and building a more inclusive international system. Both countries emphasize their support for the rules-based multilateral trading system centered on the World Trade Organization, aiming to create a free, open, transparent, inclusive, and non-discriminatory trade and investment environment and supporting the necessary reform of the WTO. They agree to enhance cooperation within the framework of the G20 and promote the role of the G20 as the main forum for international economic cooperation.
3. France highly values and appreciates China's global governance initiatives, which support the core role of the United Nations in international affairs. China and France are willing to cooperate on this initiative.
4. The current world economy faces challenges such as insufficient growth momentum, imbalance, and the need for a more rational governance structure. Both sides call for major economies to strengthen dialogue, coordinate macroeconomic policies, promote reform of international economic and financial governance to drive more balanced and sustainable development of the world economy.
5. In 2026, France will assume the presidency of the G7, and China will host the Asia-Pacific Economic Cooperation forum. Both sides are willing to engage in inclusive dialogue on addressing global governance challenges. China values and appreciates France's efforts. The ambition of France is to discuss solutions with China and other emerging economies and involve the International Monetary Fund in the process.
