When interpreting the background of the release of this document, the person in charge stated that this landmark document directly addresses issues such as poor performance in China's basketball world championships, low levels of professional leagues, and incomplete talent development systems. After nationwide research and multiple rounds of revisions, the document was formulated with the aim of constructing a basketball organization management, training competition, and talent development system led by the government, coordinated by departments, and actively involving social forces. At the institutional level, the "opinions" focus on institutional construction as the main line, striving to remove institutional barriers.
