The 7th Chinese and Western Political Theory Symposium was held, with Li Shulei attending and giving the keynote address.

On December 4th, the 7th Sino-Cuban Communist Party Theoretical Seminar with the theme of "Practical Experience in Promoting Socialist Modernization through Scientific Development Planning" was held in Beijing. Li Shulei, member of the Political Bureau of the CPC Central Committee and Minister of the Propaganda Department, and Martinez, member of the Political Bureau of the Central Committee of the Communist Party of Cuba and First Secretary of the Artemisa Province Committee, attended and delivered keynote speeches. Li Shulei mentioned that this year marks the 65th anniversary of the establishment of diplomatic relations between China and Cuba. General Secretary Xi Jinping and First Secretary Diaz-Canel exchanged congratulatory messages on this occasion and held two meetings within the year to deepen the exchanges on the relations between the two parties and countries, providing strategic guidance for further strengthening the solid friendship and building a closer Sino-Cuban community of shared future. The Fourth Plenary Session of the 20th Central Committee of the CPC made top-level design and strategic planning for China's development during the "15th Five-Year Plan" period, which is another total mobilization and deployment for promoting China's modernization in a sustained manner. The Communist Party of China emphasizes the use of medium and long-term planning to guide economic and social development, adheres to anchoring goals with continued advancement, comprehensive advancement with key breakthroughs, effective market mechanisms and proactive government actions, top-level design with consultation of the people, and combines scientifically formulated plans with effective implementation. Through the powerful promotion of each five-year plan, China has achieved the rare dual miracles of rapid economic development and long-term social stability, leading to the improvement of overall national strength and people's livelihood.
