The Zhejiang Provincial Committee of the Communist Party of China has released a proposal on formulating the 15th Five-Year Plan for the National Economic and Social Development of Zhejiang Province, emphasizing the creation of a favorable innovation ecosystem and first-class business environment. It suggests improving the mechanism for investment in scientific and technological innovation and developing patient capital. The proposal also calls for the construction of a market-oriented system for the transformation and application of scientific and technological achievements, deepening reforms in the integration of the entire chain and full-cycle transformation of achievements, including empowerment of work achievements, separate management, judicial protection, "use before transfer," and "research before shares." Furthermore, it aims to further optimize the industrial ecosystem, promote coordinated innovation along the industrial chain, expand innovative application scenarios and spaces, and build a high-level province with a strong intellectual property system, establishing mechanisms for fostering, utilizing, and protecting intellectual property rights in new fields and formats. The proposal also seeks to create an open and competitive innovation ecosystem on a global scale, promote the spirit of scientists and craftsmen, cultivate an innovative culture that encourages responsibility, innovation, and tolerance of failure. It also emphasizes accelerating the implementation of market-oriented allocation reforms in the Hangzhou-Ningbo-Wenzhou elements, deepening the "hero per mu" reform, improving the quality and efficiency of existing spaces, establishing a unified construction land market for urban and rural areas, an efficient technology market, and an open and shared data market. Strengthening the normal communication mechanism with private enterprises, deepening the construction of the "enterprise calls me" platform, improving the closed-loop management mechanism for coordinating enterprise-related issues, and ensuring responsive action and minimal disturbance.
