The report pointed out that the leak of last week's fiscal budget was due to someone "entering a predictable web address" to gain access to the documents. The agency stated in its investigation report on the early leak of the budget case: "We are convinced that the failure to protect pre-release information severely damaged the reputation of the OBR. This is the most serious mistake in the 15-year history of the OBR." The OBR admitted to a system vulnerability that led to the accidental early leak of last week's fiscal budget, which also allowed the early access of the spring fiscal report in March of this year. The report revealed that the agency's practice of uploading forecast reports to the website before official release for "immediate widespread access to documents", but incorrectly believed that the website configuration built using WordPress could prevent early access.
