Support will be given to data exchanges to enhance their comprehensive service capabilities, encourage the exploration of public data products and service circulation transactions, improve data product service price discovery mechanisms, and make greater contributions to the flourishing data market ecosystem.
Secondly, support will be provided to data circulation service platform enterprises to accelerate the expansion of new models for industry data integration and utilization. These entities mainly focus on industry sectors, often using data infrastructure as a carrier, gathering, sharing, exchanging, and trading data around the industrial chain, supply chain, and ecological chain to promote data resource development and utilization through value co-creation. From the perspective of data circulation transactions, providing industry services, value co-creation, with data exchange as the main focus alongside data transactions, are the main characteristics of these entities. For example, internet platform enterprises are major data producers and users and important organizers and participants in data circulation within platform ecosystems, always being an important force in the data market. With the accelerated construction of data infrastructure and the traction of application scenarios, industrial internet platform enterprises, cloud service platform enterprises, especially data infrastructure operation service enterprises, have become a powerful force in the data market by conducting various forms of data exchange and transactions around the industrial chain and ecological chain through value co-creation. Support should be given to these operating entities to leverage their familiarity with the industry, insight into application scenarios, and the use of multi-entity data value co-creation mechanisms to expand new models for data circulation utilization.
Thirdly, support will be provided to data merchants to further develop data products and enhance service capabilities. Data merchants are enterprises where data is a key element in their production and operation. Practice has shown that data merchants actively gather various data resources and conduct targeted data governance, exchange, transactions, and development for utilization. These entities include data annotation companies, local data groups, and data-rich resource enterprises. They have played an active role in innovating and practicing new models of data circulation transactions, such as building high-quality data sets, data-driven commodity trading models, and expanding data-as-a-service models. The main characteristic of these entities is the provision of precise services driven by data, unlocking the value of data elements. In practice, as data merchants grow and develop, they may also transition towards platformization, becoming data circulation service platform enterprises that connect a wider range of entities and serve larger industrial ecosystems. Active support should be provided to data merchants to expand data acquisition channels, develop more high-quality data products and services, and better serve the intelligent transformation of industries.
