Publication of the Final Review Ruling on the Anti-Dumping Measures Applicable to Imports of n-Propanol Originating in the United States
On November 17, 2020, the Ministry of Commerce issued Announcement No. 46 of 2020, deciding that, starting from November 18, 2020, anti-dumping duties would be imposed on imports of n-propanol originating in the United States at rates of 254.4%267.4% for a period of 5 years.
On November 17, 2025, at the request of China's n-propanol industry, the Ministry of Commerce issued Announcement No. 74 of 2025, deciding to initiate a final review investigation, starting from November 18, 2025, into the anti-dumping measures applicable to imports of n-propanol originating in the United States.
The Ministry of Commerce conducted an investigation into the possibility that, if the anti-dumping measures are terminated, dumping of imports of n-propanol originating in the United States would continue or recur, and the possibility that injury to China's n-propanol industry would continue or recur, and made a review ruling in accordance with Article 48 of the Anti-Dumping Regulations of the People's Republic of China (hereinafter referred to as the Anti-Dumping Regulations) (see attachment). The relevant matters are hereby announced as follows:
I. Review Ruling
The Ministry of Commerce ruled that if the anti-dumping measures are terminated, dumping of imports of n-propanol originating in the United States into China may continue or recur, and the injury caused to China's n-propanol industry may continue or recur.
II. Anti-Dumping Measures
In accordance with Article 50 of the Anti-Dumping Regulations, the Ministry of Commerce, based on the findings of the investigation, proposed to the Customs Tariff Commission of the State Council that the anti-dumping measures continue to be implemented, and the Customs Tariff Commission of the State Council, based on the proposal of the Ministry of Commerce, decided that, starting from November 6, 2026, anti-dumping duties will continue to be imposed on imports of n-propanol originating in the United States for a period of 5 years.
The scope of products subject to anti-dumping duties is the same as the scope of products to which the original anti-dumping measures applied, and is consistent with the scope of products in Ministry of Commerce Announcement No. 46 of 2020. The details are as follows:
Name of the product under investigation: n-propanol; also known as: 1-propanol, propanol.
English names: n-Propanol, n-Propylalcohol, 1-Propanol, 1-Propylalcohol, Propan-1-ol, Ethylcarbinol or 1-Hydroxypropane, abbreviated as NPA.
Molecular formula: C3H8O
Chemical structural formula:
Physical and chemical properties: colorless liquid with an alcoholic odor; molecular weight 60.10, melting point -127C, boiling point 96.5-98C, relative density: 0.803-0.805 (20C), flash point 23C. Soluble in water and common organic solvents, such as alcohols, ketones, aldehydes, ethers, glycols, and aromatic and aliphatic hydrocarbons.
Main uses: n-propanol is used directly or esterified to n-propyl acetate, and is widely used in food packaging production and as a solvent for printing inks for food packaging. n-Propyl acetate is also an important component of electrolytes for lithium batteries in new energy vehicles. As a prodrug, n-propanol is widely used in the production of erythromycin and is an indispensable raw material for macrolide antibiotics. It is also a starting material for drugs such as propylthiamine and probenecid. As a chemical intermediate, n-propanol is used to synthesize glycol ethers, n-propylamine, n-propyl esters, bromopropane, and the like. As an excellent solvent, n-propanol is also widely used in coatings, paints, adhesives, cosmetics, plastics, fungicides, and other products. n-Propanol is also an important raw material in many fields such as food additives, feed additives, synthetic fragrances, cleaning agents, plasticizers, lubricants, degreasing fluids, adhesives, preservatives, and brake fluid.
The product is classified under the Customs Import and Export Tariff of the People's Republic of China: 29051210.
The anti-dumping duty rates are consistent with those stipulated in Ministry of Commerce Announcement No. 46 of 2020. The anti-dumping duty rates imposed on U.S. companies are as follows:

Anti-dumping duties shall be levied ad valorem on the dutiable value of the imported goods determined by Customs. The calculation formula is: anti-dumping duty amount = dutiable value of the imported goods determined by Customs anti-dumping duty rate. Import value-added tax shall be levied ad valorem on the dutiable value determined by Customs plus customs duties and anti-dumping duties as the tax base.
IV. Administrative Reconsideration and Administrative Litigation
In accordance with Article 53 of the Anti-Dumping Regulations, any party dissatisfied with this review decision may apply for administrative reconsideration in accordance with the law or institute administrative litigation in a people's court in accordance with the law.
