Text:
Recently, the National Development and Reform Commission and four other departments issued the Action Plan for Implementing the Comprehensive Conservation Strategy, which mentions focusing on key industries such as steel, nonferrous metals, petrochemicals, chemicals, and building materials, carrying out energy-saving and carbon-reduction upgrades with "one policy for each industry," and continuously improving energy efficiency. Actively advance energy-saving and carbon-reduction upgrades of existing buildings and promote the large-scale development of ultra-low-energy buildings. Promote energy-saving and low-carbon transport tools, reasonably optimize vehicle energy consumption limit requirements, and vigorously develop new-energy heavy trucks and green-fuel ships. Step up efforts to tap the potential of energy-saving and carbon-reduction upgrades in public institutions and promote third-party governance models such as energy performance contracting. Advance energy-saving and carbon-reduction upgrades of infrastructure such as computing power, communication base stations, and equipment rooms, and optimize the energy mix. Improve energy production efficiency, strengthen low-carbon upgrades of coal-fired power units, and steadily reduce the comprehensive line loss rate of the power grid. By 2030, energy consumption per unit of value added in industrial enterprises above designated size will be more than 10% lower than in 2025, and energy savings of more than 150 million tonnes of standard coal will be achieved through energy-saving and carbon-reduction upgrades in key industries.
It mentions that by 2030, the comprehensive conservation system will be more complete, resource utilization efficiency will be significantly improved, and China's energy consumption per unit of GDP, water consumption, and land used for construction will be reduced by about 10%, 10%, and 15%, respectively, compared with 2025; the loss rate at each stage of the entire grain industry chain will continue to decline; and the annual recycling volume of major renewable resources will reach 510 million tonnes, further fostering a social trend of valuing conservation.
It mentions deeply advancing the comprehensive utilization, quality improvement, and efficiency enhancement of bulk solid waste in industry, urban areas, agriculture and forestry, and other fields, strengthening tailings recovery and utilization, and improving the classified and tiered management system for bulk solid waste. Improve the refined and standardized recycling network for industrial and social-source waste. Strengthen the recycling and utilization of "urban minerals" such as scrap steel, end-of-life motor vehicles, and waste electrical and electronic products. Vigorously promote the recycling and utilization of solid waste such as the "new three" products, build a full-life-cycle management system for new-energy vehicle power batteries, and improve regulations on the decommissioning and scrapping of wind power and photovoltaic equipment. Accelerate the layout of a batch of rare and precious metal resource recycling projects and advance the recovery and high-value utilization of valuable components. Promote the recycling and utilization of waste plastics, waste textiles, and other materials. By 2030, the annual utilization volume of bulk solid waste will reach about 4.5 billion tonnes.
