Hong Kong's Commerce and Economic Development Bureau: Over the past three years, Invest Hong Kong has assisted more than 1,600 enterprises in establishing operations in Hong Kong, expected to bring over HK$200 billion in direct investment.
Over the past three years, Invest Hong Kong has assisted more than 1,600 enterprises in establishing or expanding operations in Hong Kong, mainly from sectors such as innovation and technology, financial services and fintech, family offices, and tourism and hospitality. These are expected to bring over HK$200 billion in direct investment to Hong Kong.
On November 4, Algernon Yau, Secretary for Commerce and Economic Development of Hong Kong, said at the Legislative Council that Invest Hong Kong has been committed to attracting mainland and overseas enterprises from various industries to set up or expand operations in Hong Kong, providing them with one-stop, tailor-made support services and assisting them throughout the process from planning to implementation. Over the past three years (i.e. from 2024 to the end of September 2026), Invest Hong Kong assisted more than 1,600 mainland and overseas enterprises in establishing or expanding operations in Hong Kong, which are expected to bring a total of over HK$200 billion in direct investment to Hong Kong and create more than 28,000 local jobs.
Yau said Invest Hong Kong will continue to implement the performance indicators announced in the 2025 Policy Address, namely attracting at least a total of 1,200 mainland or overseas enterprises to open or expand operations in Hong Kong in the two years from 2026 to 2027, thereby bringing at least HK$120 billion in direct investment and creating at least 12,000 jobs. At present, the work is progressing well. In the first nine months of this year, Invest Hong Kong has assisted about 550 enterprises in opening or expanding operations in Hong Kong.
He introduced that over the past three years, Invest Hong Kong has assisted more than 1,600 enterprises in establishing or expanding operations in Hong Kong, mainly from industries such as innovation and technology, financial services and fintech, family offices, and tourism and hospitality, which are expected to bring a total of over HK$200 billion in direct investment to Hong Kong. These results are also reflected in the total number of companies in Hong Kong with parent companies overseas or in the mainland, which has continued to rise in recent years. According to the latest Annual Survey of Companies in Hong Kong with Parent Companies Located outside Hong Kong by Invest Hong Kong and the Census and Statistics Department, the number of such companies from the mainland and overseas reached 11,070 in 2025, up about 11% year on year and a record high, while their employment reached 509,000, up about 3% year on year. These companies also include more than 1,500 regional headquarters, up about 7% year on year, helping to further consolidate Hong Kong's position as an international financial, trade and shipping centre, play the role of a control tower, drive high value-added supply chain activities across different industries, and promote the vigorous development of Hong Kong's overall economy.
He continued that the establishment of enterprises in Hong Kong not only brings huge investment and creates a large number of local jobs, but also drives demand for services in related industries such as retail, catering, transport, and the residential and commercial building markets. In addition, among the enterprises assisted by Invest Hong Kong, many are from industries related to people's livelihood. Of the 560 projects completed by Invest Hong Kong in 2025, about 120 (about 21%) are from retail, catering, e-commerce, trade and other related industries, up more than 20% year on year. These enterprises help broaden the products or services available to Hong Kong residents, thereby enhancing their overall quality of life.
