On October 29, the Ministry of Commerce and three other departments issued a notice on further enhancing the level of trade liberalization and facilitation in the Hainan Free Trade Port. Among other things, it mentioned promoting the optimization and upgrading of goods trade. Aviation kerosene that enters independent bonded storage facilities within bonded supervision sites in the Hainan Free Trade Port from overseas and is used for re-export shall be inspected in accordance with international standards. Promote the optimization and upgrading of goods trade 1. New types of barter trade shall be carried out steadily and in an orderly manner in the Hainan Free Trade Port, and pricing in RMB shall be encouraged. II. Promote the freedom and facilitation of trade in services 7. Foreign physicians who have obtained the legal right to practice medicine overseas and are invited, employed, or apply to engage in clinical diagnosis, treatment, and other activities in the Hainan Free Trade Port may have a practice license valid for up to three years. If an extension is needed upon expiration, it may be handled in accordance with regulations. 8. The administrative licensing for foreign-related economic and technical exhibitions co-hosted by foreign institutions shall be entrusted to the Hainan Provincial Department of Commerce for implementation and effective supervision, except for those bearing names such as "China," "Chinese," "National," or "State." Hainan Province will formulate regulations for the Hainan Free Trade Port to provide special supporting regulatory measures. Where the relevant content is inconsistent with the provisions of administrative regulations such as the Decision of the State Council on Setting Administrative Licensing for Administrative Approval Items That Really Need to Be Retained, it shall be handled in accordance with the relevant procedures stipulated in the Hainan Free Trade Port Law of the People's Republic of China. 9. Optimize domestic trade credit insurance services, support domestic and foreign trade enterprises in the Hainan Free Trade Port in insuring domestic trade risks, and increase underwriting support for the integration of domestic and foreign trade. 10. Focus on fields such as international transportation and bonded maintenance, enrich insurance products under the premise of controllable risks, innovate underwriting models for trade in services, and optimize underwriting and claims services. 11. Support the Hainan Free Trade Port in dynamically improving the list of recognized overseas professional qualifications, support foreign talents with overseas professional qualifications in participating in professional title evaluations in accordance with regulations, and expand channels for recognizing overseas professional qualifications. 12. Further enhance the convenience for foreign nationals entering the Hainan Free Trade Port and implement more convenient work permit and stay and residence policies. III. Innovate new forms and models of trade 13. Accelerate the development of offshore trade, strengthen cooperation and sharing of offshore trade data and information among departments, and strengthen data and information services. 14. Products produced through bonded remanufacturing in special customs supervision areas of the Hainan Free Trade Port shall be allowed to leave the areas and enter domestic pilot free trade zones, with import tariffs, import-stage value-added tax, and consumption tax levied in accordance with regulations. The relevant remanufactured products shall comply with all applicable technical requirements of the state for equivalent new products and the relevant provisions on remanufactured products, and shall be marked "remanufactured product" in a prominent position. Accelerate the promotion of advanced process technologies for the remanufacturing of mechanical and electrical products and promote the improvement of the technical level of bonded remanufacturing. 15. Support the Hainan Free Trade Port in expanding, as appropriate, the catalog of "two ends outside" bonded maintenance. For projects within the catalog of "two ends outside" bonded maintenance products permitted by the state, Hainan Province shall organize comprehensive evaluations on its own and bear the primary responsibility. Those that pass the evaluation may carry out relevant business within the Hainan Free Trade Port. 16. Support deeper economic and trade exchanges and industrial cooperation between the Hainan Free Trade Port and Hong Kong, explore the alignment of rules and mechanisms, improve the cooperation mechanism focusing on economic and trade investment, and enhance the level of coordinated development between the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area. All relevant units shall uphold and strengthen the overall leadership of the Party, coordinate development and security, earnestly organize and implement all policies, fully support, guide, and assist Hainan Province in carrying out all work, promote innovative trade development, promote the improvement of quality and efficiency of foreign trade, and build the Hainan Free Trade Port to high standards. Relevant units in Hainan Province shall earnestly fulfill their primary responsibilities, improve working mechanisms, refine task decomposition, and ensure implementation; establish and improve a risk prevention and control system, strengthen whole-process supervision, effectively carry out risk prevention and control, and firmly safeguard the bottom line of security.
