Hong Kong Stock Concept Tracker | MIIT Releases AI "Industry Navigation Map," Focus on Three Types of Investment Opportunities Under New Industrialization (with Concept Stocks)
The Ministry of Industry and Information Technology (MIIT) officially released "High-Value Scenarios of AI Empowering New Industrialization," providing a reference "industry navigation map" for AI-enabled new industrialization.
On October 15, the Ministry of Industry and Information Technology (MIIT) officially released "High-Value Scenarios for AI Empowering New Industrialization," providing a reference "industry navigation map" for AI-enabled new industrialization. This navigation map was jointly compiled by multiple authoritative domestic research institutes and leading industrial enterprises, refined based on real industrial production practice data. It comprehensively covers 20 sub-sectors including petrochemicals, steel, automobiles, and consumer electronics, and includes over 1,000 standardized industrial AI application scenarios that can be directly implemented, fully covering the entire chain of industrial production including R&D, manufacturing, quality inspection, operations and maintenance, warehousing, energy consumption, safety, and supply chain.
In the front-end product R&D segment, scenarios mainly focus on intelligent parameter simulation, automatic structural optimization, and process pre-simulation. They are primarily suited for industries with high R&D costs and long testing cycles such as high-end equipment, automobiles, and aerospace, replacing traditional physical testing with AI technology to compress product R&D cycles and reduce R&D investment. In the mid-stream manufacturing segment, the focus covers scenarios such as intelligent production scheduling, closed-loop process control, and flexible production line scheduling, adapting to the current mainstream multi-variety, small-batch, customized production model in manufacturing, and solving the problems of low scheduling efficiency and poor process stability in traditional production lines. In the back-end management and operations segment, it includes standardized scenarios such as machine vision intelligent quality inspection, predictive equipment maintenance, factory energy consumption optimization, safety production risk identification, and intelligent supply chain material matching, adapting to the daily production management needs of manufacturing enterprises across all industries.
It is reported that before the navigation map was launched, domestic AI-enabled new industrialization work had already formed a complete supporting system. MIIT has cumulatively carried out dozens of industry matchmaking activities, completed supply-demand matching between thousands of manufacturing enterprises and AI technology companies, established 18 national pilot zones for AI innovation and application, implemented nearly 200 industrial AI industry standards, and supported a national AI industry special fund of 60 billion, building a four-dimensional support system of policy, funding, pilots, and standards for industrial intelligent transformation.
In recent years, China's AI-enabled manufacturing has moved from pilot exploration to large-scale promotion, and then to deep integration across the entire chain, with new quality productive forces accelerating the release of efficacy. In particular, after "AI+" was elevated to a national strategic initiative, under the guidance and incentives of a series of policies, the integration of AI and manufacturing has achieved a qualitative leap. As of the first half of 2026, the penetration rate of AI technology application among China's manufacturing enterprises above designated size has exceeded 30%, the AI penetration rate in leading factories has surpassed 70%, and more than 56,000 basic-level smart factories have been built cumulatively. However, the AI applications of many enterprises still remain at single points such as quality inspection and shift scheduling, and have not yet achieved intelligent reshaping of the entire process.
Some experts divide manufacturing AI applications into three stages: the first stage is providing decision-making suggestions; the second stage is introducing new production methods at single points such as logistics and quality inspection; the third stage is AI reshaping the entire production process. Currently, most enterprises are still in the second stage, and very few have truly entered the third stage. Looking ahead, with the in-depth advancement of the "model-data resonance" initiative and the implementation of the "AI + Manufacturing" special action, it is expected that by 2027, more enterprises will move from single-point intelligence to full-process intelligence.
Morgan Stanley predicts that over the decade from 2026 to 2035, China's manufacturing industry will usher in a super-cycle of capital expenditure, and the Industry 5.0 transformation will bring about approximately $12 trillion in incremental industrial investment, driving China's manufacturing from a "world factory" of scale expansion to a "global industrial operating system" featuring technological autonomy, intelligent iteration, and global leadership, becoming an important new engine for China's real economic growth in the post-real estate era. From the perspective of capital investment structure, investment is precisely focused on the three core tracks of Industry 5.0:
First, $0.5 trillion in new industrial infrastructure investment, with key deployment in industrial dedicated computing power, industrial power supporting facilities, industrial internet foundations, and intelligent sensor networks, providing underlying software and hardware support for the implementation of physical AI factories and filling the shortcomings in smart manufacturing infrastructure.
Second, $5.5 trillion in intelligent transformation of existing factories, the largest investment segment over the decade, comprehensively covering equipment renewal, production line upgrades, industrial software replacement, and automation transformation for traditional manufacturing enterprises, completing the digital and intelligent iteration of China's massive number of traditional factories.
Third, $6.0 trillion in strategic emerging capacity construction, with key investment in strategic tracks such as semiconductors, high-end new materials, humanoid Siasun Robot&Automation, new energy high-end equipment, and precision manufacturing, building the core industrial cluster of Industry 5.0.
Huatai believes that under new industrialization, three types of investment opportunities should be watched: first, the overseas expansion of mid-to-high-end manufacturing, namely the high-end, branded, and globalized layout of advantageous industries, with comparative advantage and market share as core indicators; second, strengthening and supplementing the industrial chain, namely import substitution in emerging industries, with the domestic production rate as the core indicator; third, forward-looking layout in emerging and future industries, namely meeting the digitalization and intelligence requirements corresponding to the main direction of new industrialization, with penetration rate as the core indicator. It is recommended to pay attention to tactical opportunities in fields such as electronics, machinery, software, automobiles, servers, medical devices, chemicals, and rare earths under new industrialization.
