He held in-depth exchanges with heads of enterprises from fields such as petrochemicals, natural gas supply, agricultural machinery, and artificial intelligence applications, including Shenghong Holding, Dongming Petrochemical, ENN Group, Jifeng Sannong, and XtalPi, to listen to their opinions and suggestions.
At the meeting, the enterprise heads respectively introduced their production and operation conditions in the first three quarters and, in light of changes in the international situation and domestic and international market conditions, put forward opinions and suggestions on promoting industry development and improving macro policies. Participants agreed that changes in the external environment have impacted international commodity prices and industrial and supply chains, that the international supply and demand landscape is undergoing profound adjustment, and that competition in the technology industry is intensifying, posing certain challenges to business operations. The state has promptly introduced a series of measures to stabilize production and ensure supply, rolled out a set of incremental policies, and helped enterprises effectively respond to risks and stabilize development expectations. Enterprises will continue to increase investment in innovation and push industries toward the high end of the value chain. At the same time, the attending enterprise heads offered opinions and suggestions on the implementation of major projects, import and export of bulk commodities, regulating market order, and opening up deep application scenarios.
Zheng Shanjie listened carefully to each enterprise head's remarks, asked in detail about the enterprises' production and operation situation and the implementation of national policies, responded one by one on the spot to their demands and suggestions, and engaged in in-depth interaction with everyone. He said that in the first three quarters, China's economy forged ahead under pressure, with new growth drivers and an improving structure, demonstrating strong resilience and vitality. In particular, in the face of intensifying volatility in the global energy market, the Party Central Committee assessed the situation, adopted precise measures, and proactively responded to changes in the external environment in light of the times and circumstances. All relevant parties made every effort to ensure oil and gas supply, ensuring stable and orderly oil and gas supply through stable production, diversified imports, and temporary price regulation. At present, the impact of external shocks on economic operation is still ongoing, and the transformation of old and new growth drivers in China is accelerating. Private enterprises should view the current situation from the perspective of long-term trends, scientifically respond to the practical pressures brought by changes in international supply and demand, and firmly grasp the long-term opportunities brought by the solid fundamentals of China's economy, further strengthen confidence, and better integrate into the overall national development agenda. The fourth quarter is the final quarter of the year and also a key window period for consolidating the economic recovery and improvement. The National Development and Reform Commission will earnestly implement the decisions and arrangements of the Party Central Committee and the State Council, increase countercyclical adjustment, strengthen the consistency assessment of macro policy orientation, and enhance the coordinated efforts of existing and incremental policies; promote the early commencement of construction of major engineering projects specified in the 15th Five-Year Plan, the implementation plan for the construction of the "Six Networks," and other related initiatives to stimulate and unleash the potential of domestic demand; promote the deep integration of technological innovation and industrial innovation, further enhance the resilience of industrial and supply chains, improve the level of energy and resource security, and consolidate the foundation of national food security; promptly plan more policy tools and work measures with strong driving effects, promote the sustained, innovation-driven, optimized, and positive development of the economy, and strive to complete the annual targets and tasks. At the same time, continuously deepen government-enterprise communication and problem-solving mechanisms, regularly recommend projects to private capital, support private enterprises in participating in scenario construction, and make every effort to promote the high-quality development of the private economy.
