According to media reports, Hong Kong SAR Chief Executive John Lee Ka-chiu will deliver the Policy Address tomorrow (16th), which will propose measures to remove obstacles for enterprises setting up in the Northern Metropolis, and include proactive initiatives to strengthen the innovation hub, research work, and technology application. On the same day, he will also announce Hong Kong's first Five-Year Plan. According to government sources, measures to support the development of the Northern Metropolis and initiatives to promote innovation are expected to be the main highlights of this Policy Address. It is understood that John Lee Ka-chiu's speech tomorrow will not exceed three hours, with the content evenly distributed between the Five-Year Plan and the Policy Address. The Five-Year Plan is expected to include aggressive and binding key performance indicators (KPIs) and targets, covering specific goals for the current and future governments.
