Google Bets $15 Billion on Finland’s AI Boom
Google’s investment builds on more than 15 years of operations in Finland and represents a significant expansion of its technical infrastructure in the country. Ruth Porat, president and chief investment officer of Alphabet and Google, said the company plans to combine infrastructure growth with additional energy capacity, grid improvements and initiatives aimed at energy affordability. The scale of the commitment reinforces Finland’s increasingly important role in Google’s European AI strategy.
A critical component of the expansion is access to reliable power. Google has signed a 22-year life extension power purchase agreement with Finnish utility Fortum, providing a long-term energy arrangement to support its infrastructure plans. Investors responded positively to the announcement, sending Fortum shares up 9%.
Finland has become increasingly attractive to data center developers as the AI boom drives enormous demand for computing capacity. While available land and electricity are becoming scarce across much of Europe, Finland has emerged as a market capable of accommodating large-scale projects. Industry participants have even started referring to the country as the “Texas of Europe,” reflecting the pace of new investment interest.
Google is far from the only company expanding in the country. Pure DC announced plans in July to invest €1.5 billion in a 110-megawatt Finnish data center campus that could eventually exceed 550 megawatts. Arcem is planning another site with capacity of up to 500 megawatts, while Nebius announced plans in March for what it describes as one of Europe’s largest AI factories.
The pipeline suggests Finland could become one of Europe’s most important centers for AI infrastructure. Matti Lajunen, a partner at Finnish law firm Hannes Snellman, said new companies are making inquiries about entering the Finnish market on a weekly basis. The surge illustrates how access to land, power and supporting infrastructure is becoming a decisive competitive advantage as technology companies race to secure capacity for AI.
Google’s record investment also reflects a broader shift in the AI race: competition is increasingly extending beyond models and chips into the physical infrastructure required to run them. As hyperscalers commit billions of dollars to data centers and electricity supply, countries capable of providing sufficient power and space stand to attract an increasing share of global AI investment. Finland’s growing pipeline of projects suggests it is positioning itself firmly within that group.
