On September 8, Cai Jieming, the Permanent Secretary for Innovation, Technology and Industry of Hong Kong, attended the launch ceremony of the special promotion event titled "Guangzhou-Hong Kong Unity: Expanding Horizons - Setting Sail with Guangdong Goods to Explore New Opportunities" and stated that this year marks the start of the country's 14th Five-Year Plan. The country has clearly expressed its support for Hong Kong to build an international innovation and technology center and a highland for gathering international high-end talent. At the same time, it has proposed the establishment of a modern industrial system, promoting the deep integration of technological innovation and industrial innovation, developing new productive forces suited to local conditions, and further consolidating and enhancing the role of the Guangdong-Hong Kong-Macau Greater Bay Area in high-quality development.
To better align with national strategies, the Hong Kong SAR government is formulating the first five-year plan for Hong Kong, with innovation, technology, and industrial development being key components. Hong Kong's innovation and technology layout centers around three major innovation parks and five research institutes. The innovation layout of the southern, central, and northern parks has basically taken shapenamely, Cyberport in the south, Science Park in the central-northern region, and the Lok Ma Chau Loop Hong Kong Innovation and Technology Park in the north, each fulfilling distinct roles to create favorable conditions for gathering international innovation and technology resources and talent. Among them, the Lok Ma Chau Loop Hong Kong Innovation and Technology Park is one of the major cooperation platforms planned by the country for Guangdong-Hong Kong-Macau collaboration. By July 2025, it has attracted over 100 tech enterprises and institutions to sign on for establishment, and the rental space of the first two wet lab buildings has been fully rented out. As a natural extension of Lok Ma Chau, the San Tin Technology City will provide 210 hectares of land for innovation and technology, facilitating the transformation and industrialization of research outcomes from Lok Ma Chau, making Hong Kong an important node in the innovation system of the Greater Bay Area and even the country.
Guangzhou and Hong Kong have always been very close partners. Both cities have their own strengths, showcasing world-class research capabilities, a complete manufacturing system, and rich application scenarios, enabling them to jointly support more enterprises to establish themselves in the Greater Bay Area and expand internationally. Hong Kong can fully play its role as a super connector and super value creator, while mainland enterprises can effectively leverage Hong Kong's advantages in research cooperation, professional services, and international networks to connect with global resources and explore new markets.
The SAR government has also been actively assisting mainland enterprises to utilize Hong Kong's platform to reach the world. By June 2026, the Innovation, Technology and Industry Bureau has supported over 650 potential or leading innovative technology enterprises interested in developing, settling, or expanding their businesses in Hong Kong. In recent years, the SAR government has launched three HKD 10 billion initiatives to support the development of innovative technology enterprises from various aspects. Among them, the Industry-Academia-Research 1+ program provides subsidies in a matching format for university research teams to transform and commercialize research outcomes, promoting cooperation among industry, academia, and research, and accelerating the application of research outcomes; the New Industrial Acceleration Program supports enterprises engaged in strategic industries to establish new smart production facilities in Hong Kong, promoting advanced manufacturing and new industrial development; and the Innovation and Technology Industry Guidance Fund leverages government funding to guide more social capital to invest in the innovation and technology industry, supporting the development of strategic emerging and future industries.
Cai Jieming continued by saying that last month, the Guangzhou-Hong Kong New Productive Forces Empowerment Center was officially inaugurated in Hong Kong, further deepening cooperation between the two places in technological innovation, industrial upgrading, and enterprise internationalization. Today's special promotion event also serves as another excellent communication platform. We look forward to more enterprises from Guangzhou leveraging Hong Kong's advantages to bring high-quality products and innovative achievements to broader markets; at the same time, we hope both regions continue to strengthen innovation and industrial collaboration, jointly adding new momentum to the high-quality development of the Greater Bay Area.
