Hong Kong Investment Promotion Agency: Fujian and Hong Kong Join Hands for Win-Win Development, Encouraging Fujian Enterprises to Make Good Use of Hong Kong's Outbound Platform
Li Shuqing stated that under the advantages of "one country, two systems," Hong Kong, as an international financial center, possesses a globally leading capital market and offers diverse and convenient financing channels.
On September 7th, the Hong Kong Investment Promotion Agency participated in and organized two promotional events in Xiamen, Fujian Province, on the eve of the 26th China International Investment and Trade Fair, to promote Hong Kong as the best overseas platform for Mainland enterprises. It encouraged Fujian businesses to make good use of Hong Kong to achieve high-quality international development under the national "Belt and Road" development strategy and the Fujian-Hong Kong economic and trade cooperation mechanism.
The national "14th Five-Year Plan" explicitly supports Hong Kong in leveraging its professional service advantages to assist Mainland enterprises in "going global," fully utilizing Hong Kong's unique advantage of "backing by the motherland and connecting to the world." In October 2025, the Ministry of Commerce and other ministries issued the "Guiding Opinions on Further Improving the Overseas Comprehensive Service System," which clarifies the reliance on the strengths of Hong Kong and Macau in cross-border investment, trade, finance, and legal fields to jointly enhance the service capabilities of enterprises going abroad. The Ministry of Commerce and the Hong Kong Special Administrative Region Government's Commerce and Economic Development Bureau also signed the "Memorandum of Understanding on Strengthening Communication and Cooperation in the Field of Overseas Comprehensive Services" this February to provide top-level policy support for the "Mainland Enterprises Going Global Task Force" (Going Global Task Force).
This morning's promotional and matching event, themed "Hong Kong Connects the World, Links Global Opportunities," was co-hosted by the Ministry of Commerce, the Investment Promotion Agency, the Economic and Trade Office of the Hong Kong SAR Government in Guangdong (Guangdong Office), and the Hong Kong Trade Development Council. During the policy interpretation session, Wu Di, Deputy Director of the Ministry of Commerce's Foreign Investment Department, provided insights into related policies regarding "bringing in" and "going out." Li Shuqing, Assistant Director of the Investment Promotion Agency, explained the relevant policies promoting investment in Hong Kong.

Hong Kong is currently developing the Northern Metropolis to create a world-class innovation and technology hub. She emphasized that Hong Kong is not only a "super connector," but also a "super value creator" that can generate real value for enterprises.
In the afternoon, the Investment Promotion Agency, together with the Fujian Provincial Department of Commerce, Xiamen Municipal Bureau of Commerce, Guangdong Office, and the Hong Kong Trade Development Council, organized a presentation titled "Fujian and Hong Kong Hand in Hand for Win-Win Development" a promotion event for Fujian enterprises going abroad and Fujian-Hong Kong economic and trade exchanges, supported by Yang Hao, a second-level inspector from the Department of Cooperation of the Ministry of Commerce, and Lin Bendong, Deputy Director of the Fujian Provincial Department of Commerce.
In his speech, Li Bingwei, Director of the Guangdong Office, pointed out that Fujian and Hong Kong have a deep-rooted history of communication and cooperation. Hong Kong has long been the largest source of foreign investment for Fujian and serves as a springboard for Fujian enterprises to go global. Hong Kong can play the role of a "home port" for going global, helping enterprises to prevent risks and operate in compliance during the process of going abroad. He specifically mentioned that the Chief Executive, who led a delegation to visit Central Asia in early June, successfully connected Fujian enterprise representatives with new markets along the "Belt and Road."
The afternoon promotion event included a special discussion session, hosted by Ye Hailun, Deputy Director of the Guangdong Office and Director of the South China Region at the Investment Promotion Agency, featuring representatives from the Trade Development Council, as well as legal and financial professionals from Hong Kong and Mainland enterprises that have leveraged Hong Kong for international expansion, sharing their insights.
