Recently, the National Market Supervision Law Enforcement and Inspection Work Conference on the Crackdown of "Ghost Deliveries" was held in Baotou City, Inner Mongolia Autonomous Region. Bai Qingyuan, Deputy Director of the State Administration for Market Regulation, attended the meeting and delivered a speech.
The conference pointed out that in the first half of 2026, the national market regulation system has effectively advanced various law enforcement and inspection tasks, handling a total of 641,700 cases with fines and confiscated amounts reaching 6.982 billion yuan. Significant breakthroughs have been made in handling major cases, promoting service-oriented law enforcement, and building standardized law enforcement, particularly in the specialized rectification of "ghost deliveries," which has effectively regulated market operations and safeguarded consumer safety.
The conference called for focusing on four key areas in the second half of the year: First, precision regulation in key areas, strictly implementing the central work requirements, and concentrating on rectifying the "involution" competition chaos in the industry; utilizing the "Guarding Consumption" action to crack down on illegal activities in the food, electric bicycle, and measurement sectors that affect people's livelihoods; deepening specialized rectification of "ghost deliveries," and coordinating the promotion of efforts against organized crime, electronic fraud, and "anti-counterfeiting" work, while improving inter-departmental cooperation and the linkage of enforcement and prosecution. Second, deepening service-oriented law enforcement by balancing leniency and severity, legally exempting or reducing penalties for business entities that commit minor violations for the first time and actively correct them, effectively protecting and stimulating the vitality of business entities. Third, optimizing case-handling mechanisms, enhancing overall command, relying on collective case handling models, strengthening electronic evidence collection technical support, iterating the administrative law enforcement platform, and solving the evidence collection issues for new types of cases. Fourth, advancing the standardization of law enforcement, ensuring rigorous training and discipline, deepening the "Clear Wind and Strict Discipline" initiative, and continuously rectifying irregularities in law enforcement.
Officials from the market regulation departments of six regions, including Inner Mongolia, Jilin, Zhejiang, Anhui, Guangxi, and Xinjiang, shared their insights during the meeting. Responsible officials from the market regulation departments of 16 provinces (regions, municipalities) and related departments of the State Administration for Market Regulation also participated in the meeting.
