Notice from the Ministry of Industry and Information Technology on the Launch of a Special Action for Cultivating Artificial Intelligence Application Service Providers Document No. [2026] 414 from the Ministry of Industry and Information Technology To the industrial and information technology authorities in all provinces, autonomous regions, municipalities directly under the central government, and the Xinjiang Production and Construction Corps: Artificial Intelligence Application Service Providers (hereinafter referred to as "service providers") are enterprises or institutions that provide consultation, delivery implementation, operation management, security governance, and other services around the intelligent needs of user units. In order to earnestly implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, and to carry out the relevant work arrangements in the "Opinions of the State Council on Deepening the Implementation of the 'Artificial Intelligence+' Action" concerning the cultivation of artificial intelligence application service providers and the creation of an artificial intelligence application service chain, we are now organizing a special action for cultivating artificial intelligence application service providers. The related matters are as follows: I. Action Objectives Guided by the special action, we aim to establish a resource pool for service providers, focusing on enhancing their technical innovation, integrated delivery, and security compliance capabilities, and forging a team of artificial intelligence application service providers who understand industry pain points, grasp technical mechanisms, are aware of security risks, and excel in delivery operations. By the end of 2026, the number of service providers in the national resource pool will exceed 2,000, forming a multi-level team with a reasonable structure, orderly division of labor, and collaborative innovation, significantly enhancing the capability for complex scenario delivery. By the end of 2027, the number of service providers in this resource pool will be no less than 3,000, supporting the formation of an artificial intelligence application service ecosystem characterized by full-factor collaboration, seamless connectivity, and complete scenario coverage. II. Key Tasks Task One: Establish a Resource Pool for Service Providers. Each region will organize to assess the situation of local service providers (including centrally registered enterprises), and establish service provider files (Attachment 1). By the end of 2027, provinces with national pilot zones for artificial intelligence industrial innovation applications should have no less than 100 enterprises in their local resource pool. The Ministry of Industry and Information Technology will compile information from the resource pools of various regions based on relevant standards to form a national resource pool for service providers, which will be published in a timely manner. Task Two: Enhance Service Supply Levels. Organize service providers to lead the establishment of "Artificial Intelligence Application Service Teams" such as those focusing on model resonance and computing power collaboration, and collaborate with upstream and downstream entities to create integrated solutions. Make good use of local national pilot bases for artificial intelligence applications, technology enterprise incubators, and other innovative platforms to provide service providers with foundational conditions for technological research and development, testing, and pilot maturation, accelerating solution innovation and supporting the specialized development of service providers. Support service providers in targeting key technological challenges such as hardware and software adaptation and multi-model collaboration. Encourage service providers to enhance their integration capabilities related to safe and reliable operating systems, databases, and artificial intelligence training and inference chips. Provide timely information to service providers on safety risks and incidents related to various artificial intelligence hardware and software products. Guide service providers to embed management requirements for network security, data security, ethical governance, and business compliance throughout the entire process of research and development, deployment, and application, transitioning from passive responses to proactive control. Task Three: Promote Scaled Applications. Guide service providers to package and construct modular and standardized solution product bundles around high-frequency, essential, and reusable business needs, forming a batch of "small, fast, light, and precise" artificial intelligence product services. Relying on platforms such as industrial alliances, industry associations, and open-source communities, conduct targeted supply and demand matching activities by industry, promoting service providers. Organize the opening of a number of real scenarios, actively introduce service providers to carry out practical implementations, promote the technological research and development and results transformation of service providers, create benchmark solutions, and form a driving effect. Explore increasing procurement efforts for services related to large models, intelligent agents, Tokens, etc., through models like first purchase and first use and risk compensation to enhance the quality and efficiency of industry utilization of models and intelligence. Regions with conditions are encouraged to establish a comprehensive service system for "going global," leveraging cooperation mechanisms such as the Belt and Road Initiative, BRICS, and China-ASEAN to promote high-quality artificial intelligence application projects going overseas. Task Four: Strengthen Support for Service Providers. Support service providers in strengthening connections with national computing power network hub nodes, national computing power interconnection nodes, and the China Computing Power Platform, making good use of policy tools such as "computational power vouchers" to reduce computing costs. Optimize intelligent programming tools to improve software supply capabilities. Open interfaces or provide trial access to results such as scenarios, data, models, and intelligent agents formed from actions like "model resonance" and "industrial data foundation" for service providers. Encourage universities and vocational colleges to work with leading service providers to build training bases and cultivate a batch of composite application talents who understand business, models, security, and delivery capabilities. Encourage service providers to establish Frontline Deployment Engineer (FDE) teams to be rooted in user sites and ensure effective implementation of use cases. III. Work Arrangement 1. Each region will summarize service provider files, forming the local resource pool (Attachment 2). According to the reporting requirements (Attachment 3), information on the resource pool must be submitted to the Ministry of Industry and Information Technology (Science and Technology Department) by December 1, 2026, with regular updates to the contents of the service provider resource pool. 2. Each region will organize service providers to establish "Artificial Intelligence Application Service Teams," and submit the team information (Attachment 4) along with the resource pool information. In principle, each region should report at least 10 service teams, each led by one service provider and involving no less than two upstream and downstream units. 3. The Ministry of Industry and Information Technology will establish a regular tracking and evaluation mechanism, organizing industry experts to provide on-site guidance, dynamically grasping work progress and phase results, and coordinating to unblock obstacles during the advancement process. Each region will summarize the completion status of tasks and submit summary reports (Attachment 4) by December 1, 2027. The Ministry of Industry and Information Technology will organize evaluations of the overall implementation situation, summarizing the results of benchmark service providers, solutions, service teams, and other series of work. IV. Organizational Assurance The Ministry of Industry and Information Technology will strengthen overall coordination and guidance, promptly studying and addressing major issues and key matters in advancing the special action. Regions that perform well in implementing the special action will receive preferential support in relevant policies and projects, and efforts will be made to enhance the promotion of results application. The Ministry will establish an online platform for the resource pool of artificial intelligence application service providers in due course to facilitate information sharing and utilization. Local industrial and information technology authorities are encouraged to strengthen policy support and provide corresponding resources to service providers.
