Recently, the State Administration for Market Regulation and the Ministry of Industry and Information Technology jointly issued a notice to publicly solicit projects for the development of new quality productivity supported by measurement in 2026. This initiative aims to thoroughly implement the requirements outlined in the "Action Plan for the Development of New Quality Productivity Supported by Measurement (2025-2030)," focusing on the urgent needs for the development of new quality productivity in strategic emerging industries and future industries. It emphasizes the foundational and strategic role of measurement in technological innovation and industrial upgrading, accelerates the resolution of key bottlenecks in measurement technologies for industrial development, and promotes high-quality industrial growth.
The current solicitation focuses on ten key areas: next-generation information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine, quantum technology, integrated circuits, and instruments. It aims to concentrate on the research and development of key common measurement equipment in the industrial chain, technical breakthroughs in measurement technology, and its industrial application, with a key focus on supporting significant innovation projects that can solve "bottleneck" issues, achieve domestic substitution, and fill domestic and international gaps.
The State Administration for Market Regulation and the Ministry of Industry and Information Technology will review the submitted projects and select around 10 as key projects for 2026. For these key projects, the two departments will enhance guidance, coordination, and support, while also strengthening project process management and supervision, ensuring the smooth implementation of key projects.
In 2025, the two departments first organized a national solicitation and review of projects for the development of new quality productivity supported by measurement, receiving 124 applications. After multiple rounds of expert evaluations, 10 key projects for the year were ultimately selected. The implementation of these projects has provided important support for promoting the integrated development of "traceability chain, innovation chain, and industrial chain," enabling precise alignment between measurement supply and industrial demand.
