It mentions that by 2030, the total consumption of renewable energy will reach around 1.8 billion tons of standard coal. In terms of electricity generation targets, by 2030, the total installed capacity of renewable energy generation will reach around 3.5 billion kilowatts, with an annual electricity generation of about 6 trillion kilowatt-hours. The installed capacity of wind power and CECEP Solar Energy will exceed 2.8 billion kilowatts, with an installed capacity share exceeding 50%, and an annual electricity generation of over 4 trillion kilowatt-hours, with a contribution of 30%. In terms of non-electric utilization targets, by 2030, the total scale of non-electric utilization of renewable energy will grow by 1.5 times compared to 2025, equivalent to about 150 million tons of standard coal.
To guide the high-end and intelligent upgrade of the renewable energy industry and cultivate new quality productivity in the energy sector, the plan focuses on technology innovation, industrial upgrade, and market-based operation to accelerate the cultivation of new quality productivity in the energy sector.
The plan emphasizes strengthening technological innovation breakthroughs, focusing on the reliable substitution of renewable energy, promoting advanced technologies such as 100% green electricity transmission from large bases, network-type, and multi-time-scale power forecasting, and scale application. It also emphasizes the advancement of cutting-edge technologies such as giant impact-type hydroelectric units in kilometer-long water sections and CECEP Solar Energy for space-oriented electricity generation. The plan also supports the innovation and application of technology in major projects like the "Shagohuang" base and deep-sea offshore wind power, advancing the use of artificial intelligence technology to drive industrial iteration and upgrade.
The plan also aims to promote the upgrade of the entire industry chain by focusing on the integration of renewable energy with key technologies and equipment and strengthening indigenous equipment research and application. It also involves promoting the large-scale application of advanced technology equipment in major renewable energy bases, fostering the recycling industry chain for decommissioned renewable energy equipment, and expediting the development of standards and certification systems for the renewable energy industry.
Furthermore, the plan seeks to enhance the market operation capability by improving new energy meteorological forecasting, power forecasting accuracy, and strengthening the fulfillment capacity in the electricity market. It also advocates the use of AI and other technologies to enhance intelligent decision-making capabilities for new energy participation in the electricity market, support integrated control and operation of regional new energy stations, and accelerate the cultivation of professional new energy generation operators.
