The Cyberspace Administration of China deploys the "Clear and Pure, Protection of Minors Online" special action.

In order to further strengthen the protection of minors on the internet and create a clean and positive online environment, the Cyberspace Administration of China recently issued a notice to deploy a 4-month special action called "Clean and Protect Minors Online". Officials from the Cyberspace Administration stated that this special action will be carried out in two phases. The first phase is the "Clean and Protect Minors Online Environment during the 2026 Summer Vacation" special action, focusing on the entire process of information content production and dissemination, cracking down on online issues involving minors, and preventing potential risks to create a healthy and safe online environment for minors to enjoy their holidays. The second phase is the "Clean and Regulate Online Information that Harms Minors' Physical and Mental Health" special action, targeting various issues and risks that may affect minors' physical and mental health, strengthening the responsibility of website platforms, and regulating online content presentation. The first phase will focus on addressing three prominent issues: the publishing process, the interactive process, and the marketing process. For example, creating misleading content like toxic animations, spreading harmful challenges like the choking challenge, and promoting videos that propagate negative values. In the interactive process, platforms are using various tactics to lure minors into sharing private photos, sharing illegal content, and promoting inappropriate behavior. In the marketing process, businesses are using deceptive tactics to engage minors in harmful activities like sharing underage photos and promoting the sale of inappropriate content. The second phase will focus on regulating platform recommendations, learning and education sections, and minors' online models. This includes monitoring platforms for illegal content, ensuring stricter standards for children's content, and checking for harmful content. The Cyberspace Administration emphasizes that this special action is essential for protecting minors' online rights and ensuring their healthy development. They urge local authorities to monitor and address online issues concerning minors and encourage the public to report any problems related to minors on the internet.
