Smart Body Initiative for Global Cooperation in Mutual Trust, Interconnection, and Interoperation.
On July 17th, the Cyberspace Administration of China, together with relevant parties, proposed the "Global Initiative for Intelligent Entity Mutual Trust, Interconnection and Interoperability" at the main forum of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global Governance of Artificial Intelligence.
As one of the most revolutionary forms of technology in the era of artificial intelligence, intelligent entities deeply impact the level of integration of the global digital economy and the future of human society with their levels of mutual trust, interconnection, and interoperability. In order to unleash the potential of intelligent entities for sustainable development and prevent the formation of an intelligence gap, the National Internet Information Office of China, together with relevant parties, presented the "Global Initiative for Intelligent Entity Mutual Trust, Interconnection, and Interoperation" on July 17 at the main forum of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global Governance of Artificial Intelligence, aiming to consolidate consensus among all parties and jointly create an open, trustworthy, secure, and inclusive intelligent entity ecosystem.
1. Strengthening technological research and development to drive collaborative innovation
We call on countries to increase investment in the research and development of basic common technologies such as intelligent entity identification and collaborative recognition, promote the evolution of multiple intelligent entities from "controllable interaction" to "autonomous collaboration," and build efficient, scalable, low-latency cross-platform interoperability capabilities to establish a solid technological foundation for global intelligent entity interconnection.
2. Promoting mutual recognition of standards to eliminate ecological barriers
We support the establishment of open, non-discriminatory, transparent international standards for intelligent entity interoperability based on widespread participation of countries, and promote compatibility and mutual recognition of interfaces, interconnection protocols, semantics, and process layers. Establish an open standard verification and iteration mechanism to avoid technological barriers and ecological fragmentation, and promote seamless access of different intelligent entities to the global collaboration network.
3. Building infrastructure together to ensure accessible interconnection
We encourage all parties to jointly study the architecture of intelligent entity interconnection and collaboration, build open and shared intelligent internet infrastructure, serve efficient and trustworthy collaboration of multiple intelligent entities, and ensure good compatibility and scalability to reduce the access adaptation threshold.
4. Promoting application landing and accelerating scenario demonstration together
We advocate for the widespread application of the results of intelligent entity trust, interconnection, and interoperability in scenarios such as scientific research, industrial development, consumer demand, public welfare, and social governance, and prioritize their use in addressing global issues such as climate change, public health, education equity, and poverty reduction to ensure the advancement of the common welfare of all humanity.
5. Promoting industry collaboration together to flourish the global ecosystem
We welcome the broad participation of developed countries and developing countries, large enterprises and small and medium-sized entities, research institutions, and open-source communities in the construction of intelligent entity trust, interconnection, and interoperability, and promote the widespread dissemination of knowledge, technology, and best practices globally to create a global intelligent entity industry chain.
6. Building a common security baseline and adhering to ethical standards
We call for adherence to the fundamental principle of responsible innovation, the establishment of a security governance framework covering the full life cycle of intelligent entities, and the embedding of security and ethical considerations into technology research and development, system deployment, and operation and maintenance to ensure the responsible release and use of intelligent entities and to ensure that the trust, interconnection, and interoperability of intelligent entities always remain within the boundaries of security and human dignity.
7. Promoting data flow and strengthening universal protection
We call for respect for the differences in data security and personal information protection systems between different countries and regions, advocate for the establishment of a cross-border data collaboration framework based on openness, inclusivity, security, cooperation, and non-discrimination, and promote the secure, compliant, and orderly flow of data in the trust, interconnection, and interoperability process of intelligent entities.
8. Strengthening resource sharing to bridge the intelligence gap
We encourage the provision of infrastructure construction, open-source tools, capacity building, and technical support needed for intelligent entity trust, interconnection, and interoperability to developing countries, and advocate for the adoption of localized adaptation and capacity-building solutions to promote the formation of a new model of "South-South + South-North" digital cooperation, ensuring that the dividends of the intelligent economy benefit all.
9. Creating an inclusive culture and respecting diverse governance
We advocate for cross-cultural, cross-linguistic, and interdisciplinary norms for intelligent entity collaboration, respect for the governance models and value choices of different countries, avoid one-way output, encourage the broad participation of diverse entities in rule discussions, and form a global intelligent entity collaboration culture that combines efficiency and fairness, flexibility and order.
10. Enhancing digital literacy to ensure universal benefits
We will make joint efforts to help minors, the elderly, persons with disabilities, and low-skilled groups improve their artificial intelligence literacy through capacity building, technical assistance, and open access to educational resources, ensuring that the results of intelligent entity trust, interconnection, and interoperability benefit all entities.
We uphold the idea of co-building, sharing, and benefiting together, and sincerely invite all parties who endorse the above vision to join hands with us in a inclusive and practical attitude to jointly promote the development of the intelligent entity ecosystem and contribute wisdom and strength to building a community of shared future in cyberspace.
