On June 15, the Hong Kong government announced appointments of senior officials. Former Greater Bay Area Development Commissioner Chen Jieling will take office as Director of Communications on July 2, replacing retired Leung Chung Yin; Yuen Hok Kin will replace Wu Man Kit as Director of Food Environment and Hygiene on June 16; current Deputy Secretary of Financial Services and Treasury Bureau, Chan Wai Yan, will take office as Commissioner for Tourism on June 25; and current Deputy Director of Food Environment and Hygiene Bureau, Yiu Kit Cheuk, will take office as Director of the Hong Kong Special Administrative Region Government Office in Beijing on June 29 to succeed retired Cheng Wai Yun. Regarding the appointments of Chen Jie Ling, Chan Wai Yan, and Yiu Kit Cheuk, the Director of Civil Service Bureau, Cheung Ho Ping, said, "Those colleagues involved in the transfer are experienced principal government officials with outstanding leadership and management abilities. I am confident that they will continue to provide professional and efficient services to the public in their new positions." Regarding the appointment of Yuen Hok Kin, Cheung Ho Ping said, "Mr. Yuen has extensive public administration and enforcement experience, as well as excellent leadership and management skills. I firmly believe that under his leadership, the Food Environment and Hygiene Bureau will continue to drive reforms, uphold the spirit of innovation and excellence, provide public services, enforce regulatory work, and address future challenges." As for the two retired senior officials, Cheung Ho Ping thanked them for their dedication and service to the public over the past thirty years, their significant contributions to the government, and wished them a fulfilling and enjoyable retirement. Regarding the retirement of Cheng Wai Yun, Cheung Ho Ping said, "During his tenure as Director of the Beijing Office, Mr. Cheng oversaw the smooth operation of the Beijing Office and the Liaison Offices in Liaoning and Tianjin. He dedicated himself to promoting Hong Kong's unique advantages under 'One Country, Two Systems,' strengthening cooperation between Hong Kong and major provinces and cities, and contributing to Hong Kong's integration into the country's development." Regarding Leung Chung Yin, Cheung Ho Ping said, "During his tenure as Director of Communications, Mr. Leung led the department firmly to ensure the steady regulation and development of Hong Kong's telecommunications and broadcasting industries. Under his leadership, a series of policy measures were implemented to promote the development of advanced communication technology and infrastructure, ensuring that Hong Kong has world-class communication services to address the challenges of the information age, and consolidating Hong Kong's leading position as a telecommunications and broadcasting hub in the region and globally." Below are the resumes of the six officials: Cheng Wai Yun Since joining the civil service in July 1987, Cheng Wai Yun was promoted to Senior Principal government official in April 2021. He has served in various decision-making bureaus and departments, including the former General Administration, former Security Branch, former Finance Branch, former Information Technology and Broadcasting Bureau, Hong Kong Special Administrative Region Government Economic and Trade Office in Singapore, Trade and Industry Department, Hong Kong Special Administrative Region Government Economic and Trade Office in Guangdong, Development Bureau, Hong Kong Economic and Trade Cultural Office, and Education Bureau. He served as Director of Government Information Services from August 2019 to December 2021, Belt and Road Commissioner from December 2021 to November 2022, and Director of the Beijing Office from December 2022 to March 2026. Leung Chung Yin Leung Chung Yin joined the government as a telecommunications engineer in April 1997. He was promoted to Senior Telecommunications Engineer in July 2009, Assistant Director of Telecommunications Regulatory Authority in November 2012, and Deputy Director of the Telecommunications Regulatory Authority in May 2016. He served as Director of Communications and Commissioner for Film, Newspapers and Articles from July 2019 to April 2026. Chen Jieling Chen Jieling joined the civil service in July 1994 and was promoted to Senior Principal government official in April 2025. She has served in various decision-making bureaus and departments, including the former Constitutional and Mainland Affairs Bureau, Home Affairs General Administration, former Trade and Industry Department, former Treasury Bureau (later renamed the Financial Services and Treasury Bureau), former Education Co-ordination Office, Security Bureau, Development Bureau, Civil Service Bureau, and Government Expert Group on the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong High-Speed Rail. She served as Deputy Director (Environmental Hygiene) of the Food Environment and Hygiene Bureau from January 2015 to July 2018, Deputy Secretary for Constitutional and Mainland Affairs from July 2018 to July 2023, and Commissioner for the Greater Bay Area Development from July 2023 to January 2026. Yuen Hok Kin Yuen Hok Kin joined the government in 1986 and held various positions within the police force. He served as Deputy Commissioner for Operations in the Police Force from August 2021 to August 2023, and was appointed as Consultant to the Food Environment and Hygiene Bureau in November 2023 for a one-year term. The Environment and Ecology Bureau conducted open and internal recruitment for the position of Director of the Food Environment and Hygiene Bureau in February 2026, and following the established procedures, Yuen Hok Kin was selected as the most suitable candidate. The government appointed Yuen Hok Kin as the Director of the Food Environment and Hygiene Bureau effective June 16 under the terms of the Civil Service Employment Ordinance. Chan Wai Yan Chan Wai Yan joined the civil service in June 1997 and was promoted to Senior Principal Grade I government official in April 2025. She has served in various decision-making bureaus and departments, including the Financial Secretary's Office, Housing Department, Civil Service Bureau, former Constitutional and Mainland Affairs Bureau, former Education Co-ordination Office, the Chief Secretary for Administration's Office, former Home Affairs Bureau, Labour and Welfare Bureau, Financial Services and Treasury Bureau, Commerce and Economic Development Bureau, and former Transport and Housing Bureau. She served as Director of the Policy Innovation and Co-ordination Unit (Policy Address) from July to November 2020, Deputy Secretary for Civil Service from December 2020 to July 2024, and Deputy Secretary for Financial Services and Treasury Bureau (Treasury) from August 2024. Yiu Kit Cheuk Yiu Kit Cheuk joined the civil service in September 2001 and was promoted to Senior Principal Grade II government official in April 2024. He has served in various decision-making bureaus and departments, including the Housing Department, Security Bureau, former Housing and Planning Department, Hong Kong Special Administrative Region Government Economic and Trade Office in Geneva, Financial Services and Treasury Bureau, Development Bureau, Office of the Chief Executive-designate, and Chief Executive's Office. He served as former Assistant Secretary-General (Food) of the Food and Health Bureau from February to April 2022, Assistant Director (Special Duties for Market Development) of the Food Environment and Hygiene Bureau from April to August 2022, and Deputy Director (Environmental Hygiene) of the Food Environment and Hygiene Bureau since August 2022.
