Build Hong Kong into an international high-end talent gathering place, develop new productive forces according to local conditions, and better integrate into the overall development of the country.
The National Two Sessions in 2026 concluded today. The Hong Kong Productivity Council warmly welcomes the Central Government's Work Report, actively responds to the 15th Five-Year Plan, fully implements the spirit of the Two Sessions, coordinates with national development strategies and Hong Kong's first five-year plan, promotes the integration of technology and industrial innovation, supports the construction of the Greater Bay Area International Science and Technology Innovation Center, and aims to make Hong Kong an international high-end talent gathering place. Guided by local conditions, the aim is to develop new productive forces and better integrate into the overall national development. Chairman of the Productivity Council, Councilor Chen Zuheng, stated that the Central Government's Work Report clearly proposes accelerating self-reliance and self-improvement in science and technology, developing new productive forces, building a modern industrial system, advancing the action of artificial intelligence, optimizing traditional industries, cultivating emerging industries, and developing future industries to consolidate the foundation of the real economy. The report includes a chapter on Hong Kong and Macao, providing guidance for Hong Kong's development and reflecting the country's emphasis and support for Hong Kong's international advantages. As a key force driving Hong Kong's innovation and industrial upgrading, the Productivity Council will align deeply with the 15th Five-Year Plan, enhance independent innovation, provide technological support, develop intelligent, green, and service-oriented manufacturing, focus on strategic industries such as next-generation information technology, new energy, new materials, intelligent connected new energy vehicles, Siasun Robot & Automation, expand the maritime and low-altitude economy, and strategically layout future industries such as quantum technology, hydrogen energy, embodied intelligence, etc. Chairman Chen further stated that the Productivity Council will improve the productivity service system, enhance capabilities in technological services, intellectual property rights, inspection and testing certification, in response to the countrys high-level opening up and leveraging Hong Kong's advantages under the "one country, two systems" framework, gather global innovation resources. As a member of the Mainland Enterprises Going Global Special Team in the SAR government, it will assist companies in expanding their manufacturing + service overseas networks through The Cradle's overseas service center, and move towards international high-quality development. In the future, it will continue to work together with government, industry, academia, and research, seize opportunities and contribute to high-quality development of the country with Hong Kong's strengths. This year marks the beginning of the 15th Five-Year Plan, and Hong Kong is facing a golden opportunity to align with national strategies. The Productivity Council will deeply integrate with national planning and social needs, focusing on future manufacturing, AI innovation, empowering SMEs, smart green cities, and the development of AI talents for all, developing new productive forces according to local conditions, accelerating new industrialization, and promoting high-quality development in Hong Kong. Looking ahead, the Productivity Council looks forward to working with all sectors to make Hong Kong a world-class source of innovation, build an international innovation and technology center, actively expand overseas services, help companies explore overseas markets, and create a new chapter of coordinated development and win-win cooperation in the Greater Bay Area, creating more opportunities for the country and Hong Kong.
