Changhe (00001) issued a notice that, following the voluntary notice issued by the company on February 4, 2026, the Panama Government Gazette published on February 23, 2026 the ruling made by the Supreme Court of Panama regarding Law No. 5 of January 16, 1997, which was announced on January 29, 2026. The ruling, as well as an administrative decree requiring the Panamanian government to take over all moveable property of the company's subsidiary, Panama Ports Company (PPC).
CKH HOLDINGS (00001) issued an announcement that, following the voluntary announcement made by the Company on February 4, 2026, the Official Gazette of Panama published a decision by the Supreme Court of Panama on January 29, 2026, concerning Law No. 5 of January 16, 1997 (the Decision), and an administrative directive (the Directive) requiring the Panamanian government to take possession of all movable property of the Company's subsidiary, Panama Ports Company (PPC). The Panamanian government forcibly entered the docks operated by PPC at Balboa Port and Cristobal Port, and took over administrative and operational control of the docks. It is understood by the Company that the concession rights have been deemed terminated from February 23, 2026, and PPC has ceased all operations at the docks in the two ports on the same day. PPC has received advice indicating that the Decision, the Directive, and the actions taken by the Panamanian government regarding the operation of PPC at the two ports are inconsistent with the relevant legal framework, as well as the laws approving the concession agreement. The Board strongly opposes the Decision, the Directive, and the actions taken by the Panamanian government, and the Group will continue to work with its legal advisors to preserve all rights of the Group, and intends to pursue all appropriate legal remedies to defend the interests of the Group, including resorting to further domestic and international legal proceedings on the matter.
