The meeting emphasized that 2026 is the opening year of the "15th Five-Year Plan," and it is of great significance to do well in market operation and consumer promotion work. Commerce authorities at all levels should adhere to the strategic focus of expanding domestic demand, carefully formulate the "15th Five-Year Plan" for expanding consumption, and adhere to the dual-wheel drive of "policy + activities." They should deeply implement the special action to boost consumption, build the "Buy in China" brand, and promote the construction of a strong domestic market. They should promote the expansion and upgrade of commodity consumption, implement the trade-in of consumer goods for new ones to improve quality and efficiency, and promote major consumer goods such as automobiles and home furnishings. They should accelerate the cultivation of new growth points for service consumption and unleash the potential of service consumption. They should nurture and expand new consumption types, actively promote the hosting economy, and develop digital consumption, green consumption, and health consumption.

The conference highlighted that in 2025, commerce authorities at all levels earnestly implemented the decisions and arrangements of the Party Central Committee and the State Council, vigorously boosted consumption, and continued to unleash consumption potential. The total retail sales of social consumer goods for the year reached 50.1 trillion yuan, surpassing 50 trillion yuan for the first time. Consumption's contribution rate to GDP growth reached 52.0%, continuously playing the role of the main engine driving economic development. Commodity consumption grew rapidly, with sales of related products for trade-ins reaching 2.61 trillion yuan, benefiting 366 million people. Service consumption expanded in quality, with a 5.5% increase in retail sales of services. New consumption types developed rapidly, with a 5.2% growth in physical goods online retail sales. Outbound tax refunds grew rapidly, and "Buy in China" became a hot topic.
