On January 20, the Hong Kong Census and Statistics Department released the latest statistics on the labor force in Hong Kong.
On January 20th, the latest labor force statistics (temporary figures for October to December 2025) released by the Hong Kong Census and Statistics Department showed that the seasonally adjusted unemployment rate in Hong Kong for October to December 2025 was 3.8%, the same as the previous three months. The underemployment rate increased from 1.6% in September to November 2025 to 1.7% in October to December 2025. In comparison with September to November 2025, the unemployment rates across different industries (not seasonally adjusted) showed varying changes but generally remained mild. The increase in underemployment was mainly observed in the transport industry and the information and communication industry, while the underemployment rate in the cleaning and similar activities industry decreased during the same period. The total employment decreased by approximately 2,900 people from 3,669,900 in September to November 2025 to 3,667,000 in October to December 2025. The total labor force also decreased by approximately 9,100 people from 3,814,300 to 3,805,200 during the same period. The number of unemployed individuals (not seasonally adjusted) decreased by approximately 6,200 people from 144,400 in September to November 2025 to 138,200 in October to December 2025. Meanwhile, the number of underemployed individuals increased from 60,900 to 64,800, an increase of approximately 3,900 people during the same period. Hong Kong Secretary for Labour and Welfare, Sophia Sun, commented on the latest unemployment figures, stating that the seasonally adjusted unemployment rate remained at 3.8% from October to December 2025, the same as the previous three months. The underemployment rate increased slightly by 0.1 percentage point to 1.7%. The labor force and total employment figures both slightly decreased, while the number of unemployed individuals further decreased. Looking ahead, Sophia Sun pointed out that with the continuous economic growth in Hong Kong and improvements in consumer sentiment, it should help stabilize the labor market. However, she also noted that the employment situation in some industries may continue to be affected by challenges in the operating environment.
