On January 19, the Secretary for Innovation and Technology of Hong Kong, Mr. Sun Dong delivered a speech at the Annual Forum and Exchange Gathering of the Microelectronics Technology Alliance.
On January 19th, during the annual forum and exchange gathering of the Microelectronics Technology Alliance, Sun Dong, Director of the Innovation Technology and Industry Bureau of Hong Kong, expressed that Hong Kong is actively preparing for the launch of the Innovation and Technology Industry Fund this year, hoping to leverage the government funds to guide and leverage more social capital into investing in the innovation and technology industry, supporting the development of strategic emerging and future industries, with semiconductors and intelligent devices being one of the five key areas of focus for the fund. The 14th Five-Year Plan of the country and the recommendations of the 15th Five-Year Plan both clearly support the establishment of an international innovation and technology center in Hong Kong. The Hong Kong Special Administrative Region government is fully committed to promoting the development of innovation and technology, striving to achieve this vision. The "Hong Kong Innovation Technology Development Blueprint" released at the end of 2022 has clearly identified advanced manufacturing and new energy technology as key strategic industries for development, actively strengthening support for industries such as semiconductor technology, and fully promoting the development of new industrialization in Hong Kong. He mentioned that the Microelectronics R&D Institute is actively preparing to assemble two pilot production lines in the Yuen Long Microelectronics Center, focusing on the research and trial production of third-generation semiconductor chips, which are expected to be put into operation later this year, providing strong support for the industry to develop products and trial produce using third-generation semiconductor chip technology. In addition, in November 2025, Hong Kong announced the "New Territories Science and Technology City Innovation and Technology Industry Development Plan Outline," setting clear development strategies for the industrial positioning and layout of 210 hectares of innovation and technology land in the New Territories Science and Technology City. It will focus on expanding advanced industries such as microelectronics and intelligent devices, new energy, new materials, and green technology, and prioritize reserved spaces to introduce industry leaders and their upstream and downstream industry chains to form an industrial cluster, providing comprehensive support for enterprises from product prototypes, trials, and mass production. The 15th Five-Year Plan period is also a key stage for the country to expand the "artificial intelligence +" action, and the semiconductor and integrated circuit industry will definitely be one of the key development directions. Hong Kong needs to strengthen independent innovation, achieve high-level technological self-reliance, and deepening core technologies of third-generation semiconductors will establish a solid foundation for high-tech and information industries. Hong Kong will make good use of the perfect industrial chain and vast market space in the Guangdong-Hong Kong-Macao Greater Bay Area to accelerate the application of R&D results, leading the microelectronics industry to new heights.
