On December 12th, the State Administration for Market Regulation publicly solicited opinions on the "Guidelines for Compliance with Pricing Behavior in the Automotive Industry (Draft for Solicitation of Opinions)." Focusing on the sales of new cars, the guidelines aim to regulate prominent issues such as failure to clearly mark prices as required by regulations and false promotions. The guidelines include detailed rules on clear price marking, requiring business premises and online platforms to truthfully and accurately indicate product and service information, strictly differentiate between the prices of automotive products and sales services, and prohibit additional charges beyond the stated price. The guidelines also regulate promotional activities, requiring prominent display of promotion rules, duration, and restrictions, as well as truthfully indicating information about gifts. They specify forms of price deception, explicitly banning deceptive pricing, false comparison prices, and failure to fulfill price promises. Additionally, the guidelines establish a risk alert mechanism, encouraging platforms to provide dual-sided risk alerts for significantly low pricing behavior. They regulate service charges, strictly prohibiting practices such as charging fees without providing services, overcharging, and transferring fees.
