In November, the railway department made every effort to ensure the supply and transportation of coal for the winter. The national railways sent a total of 184 million tons of coal, an increase of 0.3% compared to the same period last year, including 128 million tons of thermal coal, maintaining a high level, effectively ensuring the coal needs for heating and power generation in various regions during the winter.
According to the China Railway Group, in November, the railway department made every effort to ensure the winter coal supply transportation. The national railways have sent a total of 184 million tons of coal, an increase of 0.3% compared to the same period last year, of which 1.28 billion tons were thermal coal, maintaining a high level, effectively guaranteeing the coal demand for heating and power generation in various regions during the winter. By the end of November, coal stocks at power plants directly supplied by the national railways reached 88.23 million tons, with 35.8 days of consumption, an increase of 1 day compared to the same period last year, among which power plants with less than 15 days of coal stocks achieved dynamic zero storage. In November, some regions in China experienced cold waves, strong winds, and a drop in temperature, leading to a continuous increase in coal consumption. The railway department resolutely implemented the deployment requirements of the Party Central Committee and the State Council on ensuring energy supply in winter, adhering to the development ideology centered on the people, fully exerting the pivotal role of railways in coal transportation, organizing winter coal supply transportation carefully, actively supporting various regions in meeting the peak winter demand, and providing reliable transportation support for the people to have a warm winter and the stable operation of the national economy. Firstly, enhancing coal transportation capacity is important. Making good use of major coal transportation routes such as Daqin, Tangbao, Wari, and Haoji for north-south and west-east coal transportation by railways, coordinating locomotives, vehicles, and station resources, tapping into transportation potential, vigorously running heavy-duty trains and direct coal transportation trains across railway administrations, and striving to enhance the capacity of transporting coal from major coal-producing areas to outside areas. In November, the Daqin line transported 37.22 million tons, an increase of 1.8% compared to the same period last year; the Tangbao line transported 11.49 million tons, an increase of 22.7%; the Wari line transported 13.4 million tons, an increase of 0.5%; and the Haoji line transported 10.43 million tons, an increase of 11.1%. Secondly, strengthening the organization of thermal coal transportation. Making full use of the advantages of the national railway network and centralized unified transportation dispatch, optimizing freight train operation plans, allocating railway transport capacity resources to thermal coal transportation, implementing "full satisfaction, fully loading" the transportation needs of thermal coal in various regions. Smoothly connecting railways with other transportation modes such as highways, ports, etc., and strengthening the coordination and organization of loading and unloading at both ends to ensure the smooth and efficient transportation of thermal coal. Thirdly, continuing to implement precise supply guarantees. In close coordination with the national and local government economic departments, and key enterprises, timely grasping the coal consumption and inventory situation of key regions and major power plants, dynamically monitoring coal transportation demands, prioritizing loading of coal for power generation and heating, issuing supply guarantee dispatch orders 37 times for the transportation needs of some power plants in the Beijing-Tianjin-Hebei, Shandong, and Henan regions, implementing point-to-point precise supply guarantees. Playing the role of connecting coal production, transportation, and demand on the railways, strengthening the cooperation between railway companies and local territories, fulfilling the commitments of signed medium and long-term coal contracts, prioritizing capacity for key guarantees, and further enhancing the level of fulfilling medium and long-term coal contracts.
