By 2030, artificial intelligence will be widely and deeply integrated into various fields of civil aviation. The governance system and security guarantee system of artificial intelligence in civil aviation will be gradually improved, and artificial intelligence will become a strong engine driving the high-quality development of civil aviation.
Recently, the Civil Aviation Administration of China issued the "Implementation Opinions on Promoting the High-Quality Development of 'Artificial Intelligence + Civil Aviation'." The "Implementation Opinions" clearly outline the overall requirements for the high-quality development of "Artificial Intelligence + Civil Aviation," proposing that by 2027, integration and development of artificial intelligence with civil aviation safety, operations, travel, logistics, supervision, planning, and construction will be achieved, with initial results seen in the construction of core support elements for civil aviation artificial intelligence. By 2030, extensive and in-depth integration of artificial intelligence with various areas of civil aviation will be achieved, with the gradual improvement of the civil aviation artificial intelligence governance system and security assurance system, making artificial intelligence a strong engine to promote the high-quality development of civil aviation. The "Implementation Opinions" focus on six key areas: safety, operations, travel, logistics, supervision, planning, and construction. It systematically outlines the innovative empowerment scenarios of "Artificial Intelligence + Civil Aviation" based on the needs of civil aviation development and the advantages of artificial intelligence technology. It presents intelligent application scenario frameworks such as safety risk warning, operational intelligence optimization, convenient passenger services, logistics quality improvement, and precise decision-making in supervision, and planning and construction. Additionally, it elaborates on 42 specific application scenarios with high prospects for promotion in the appendix based on maturity in practical application to guide specific work further. The "Implementation Opinions" emphasize strengthening the supply of key elements for the high-quality development of "Artificial Intelligence + Civil Aviation," enhancing the basic support capabilities of artificial intelligence in the civil aviation field in areas such as the construction of high-quality data sets, the construction of infrastructure platforms, and research on industry model algorithms. It calls for a deep integration of industry, industry, and artificial intelligence, constructing a collaborative system of civil aviation artificial intelligence integration and innovation ecosystem with shared resources, coordinated linkage, co-creation, and sharing, as well as technological connectivity, data trust, process integration, and ecological synergy. A person in charge of the Development Planning Department of the Civil Aviation Administration stated that the release of the "Implementation Opinions" will further clarify the path for the intelligent development of the industry, guiding units to innovate artificial intelligence empowerment in key scenarios and build core support elements for civil aviation artificial intelligence. In the next step, the Civil Aviation Administration will continue to strengthen policy coordination and organizational promotion, deepen industry promotion and experience dissemination, actively promote the practical landing of key scenarios of "Artificial Intelligence + Civil Aviation," accelerate the formation of a development pattern of collaboration, integration, and innovation, injecting new momentum into the high-quality development of civil aviation.
