Work Procedures (1) Soliciting high-value application scenario lists. Energy enterprises submit applications for high-value application scenarios in accordance with the requirements of this notice. High-value application scenarios should specify the core tasks and implementation paths enabled by artificial intelligence technology, set measurable and verifiable construction goals such as cost reduction, efficiency improvement, carbon reduction, and safety guarantees. The National Energy Administration organizes expert reviews, selects, and publishes a list of high-value application scenarios for "Artificial Intelligence +" energy, providing practical guidance for the application of artificial intelligence technology in the energy sector. (2) Focus on high-value application scenarios and take the lead. The National Energy Administration will publicly release the list of high-value application scenarios on its portal website, open to the entire society. Artificial intelligence technology suppliers will take the lead based on scenario demands. After optimal selection by the scenario demand side, a joint innovation coalition of industry, academia, research, and application institutions will be established to refine the implementation paths and technical indicators of scenario construction, prepare pilot project proposals for high-value application scenarios, and submit them to the National Energy Administration in accordance with the requirements of relevant notices for project approval. (3) Conduct "Artificial Intelligence +" energy fusion pilot projects. The National Energy Administration organizes expert reviews, identifies pilot projects as "Artificial Intelligence +" energy projects that pass the review and have no objections, and proceeds with implementation. During the pilot phase, establish a dynamic monitoring mechanism for pilot projects, develop a set of quantitative evaluation indicators, organize experts to regularly track and evaluate the progress of pilot projects, identify and optimize any issues in a timely manner, and develop a comprehensive set of high-value scenario application solutions and modular, component-based products for scenarios. If the progress of a pilot project falls below expectations, the pilot status may be canceled in a timely manner. (4) Form industry common support capabilities. The National Energy Administration will summarize the effectiveness of pilot projects in a timely manner, develop industry common standards, promote the convergence of data, algorithms, models, products, solutions, and business models, and other achievements in artificial intelligence technology applications in the energy industry to relevant platforms such as pilot bases, and promote successful experiences to similar applications. Ensuring that energy businesses simplify development processes, reduce technical adoption barriers, achieve "one-time construction, multi-party use", avoid repeated investments in artificial intelligence technology by energy companies, and accelerate the large-scale implementation of artificial intelligence in the energy industry.
