On October 17th, the Ministry of Finance and two other departments issued an announcement on adjusting the value-added tax policies for wind power generation. It mentioned that from November 1, 2025 to December 31, 2027, a 50% value-added tax policy will be implemented for taxpayers selling self-produced electricity products using offshore wind power. Before October 31, 2025, officially commissioned nuclear power units will continue to follow the value-added tax regulations outlined in the "Notice of the Ministry of Finance and the State Administration of Taxation on Tax Policies in the Nuclear Power Industry" (Cai Shui [2008] No. 38); for nuclear power units approved by the State Council before October 31, 2025 but not yet officially operational, nuclear power generation enterprises that produce and sell electricity products will implement a policy of first tax collection and then refund for 10 years after the month of official commercial operation, with a refund rate of 50% of the tax paid, while other value-added tax regulations will continue to follow the "Notice of the Ministry of Finance and the State Administration of Taxation on Tax Policies in the Nuclear Power Industry" (Cai Shui [2008] No. 38). Nuclear power units approved after November 1, 2025 will no longer be eligible for the tax refund policy.
