The Shandong Provincial Meteorological Observatory issued a blue warning for heavy rain on July 20. Due to the combined influence of warm and humid airflows on the edge of the subtropical high and weak cold air, from the 20th to the 22nd, there will be a strong rainfall process in the central and western regions of Shandong Province, with an average precipitation of 30-50 millimeters in the whole province. In some areas, the precipitation could reach 40-80 millimeters, with some areas receiving over 200 millimeters, including the northern parts of Heze, Jining, Binzhou, Dongying, Taian, Jinan, Zibo, and the northern parts of Weifang; while Liaocheng, Dezhou, the northern parts of Binzhou, and the northern parts of Yantai may receive 30-40 millimeters, with some areas receiving over 70 millimeters. The maximum hourly precipitation could reach 50-80 millimeters. According to the "Shandong Province Flood Control and Drought Relief Emergency Plan", after consultation and assessment, the Shandong Province Flood Control Headquarters decided to initiate a level IV flood control emergency response at 4 pm on July 20 for Jinan, Zibo, Dongying, Weifang, Jining, Taian, Binzhou, and Heze. All relevant departments at all levels were required to promptly organize flood control personnel to be on duty, implement emergency response measures in accordance with the plan and division of responsibilities, focus on preventing and responding to small reservoirs, flash floods, geological disasters, floods in small and medium-sized rivers, urban and rural waterlogging, roads and bridges, tourist attractions, ongoing construction projects, etc., pre-position flood control materials and teams, decisively evacuate people from dangerous areas, and make every effort to ensure the safety of people's lives and property.
