Zhejiang issued the "Implementation Plan for Accelerating the Construction of Concept Validation Centers"

The "Implementation Plan" proposes that by 2027, full coverage of provincial laboratories and the "315" technology innovation system will be achieved; by 2030, the domestic leading capability in concept validation services will be achieved, a group of benchmark concept validation centers will be built, and Zhejiang Province will become the preferred destination for international technology transfer and transformation. The "Implementation Plan" specifies that provincial concept validation centers that meet the criteria will be included in the "Two Doubles" and "Two News" projects and the provincial major construction project pool according to regulations, and support will be provided for recommending application to national platforms and undertaking national major tasks. A financial support system will be established with the construction unit as the main body, supplemented by the management entity, and with appropriate guidance from the provincial level. For construction-type concept validation centers, subsidies will be provided by local governments or management departments, and social capital will be actively introduced. For those included in provincial concept validation centers, based on the performance evaluation of their concept validation and related services provided to external parties in the previous year, the provincial finance will provide special support.
