According to the Vietnam News Agency, as of local time at 8:45 pm tonight, the death toll of the capsized cruise ship in Ha Long Bay, Vietnam has risen to 27, including 8 children. On the same day, Vietnamese Prime Minister Pham Minh Chinh issued an emergency notice, requiring swift search and rescue operations for the capsized accident and full efforts to handle the aftermath.
