The Ministry of Water Resources has initiated a Level IV emergency response for flood prevention in Guangdong, Guangxi, and Hainan.

On the 19th, the Ministry of Water Resources held a consultation to assess the development trend and potential impact of Typhoon "Wipha", and made targeted arrangements for deploying typhoon, storm, and flood prevention work, and initiated a Level IV emergency response for flood prevention in Guangdong, Guangxi, and Hainan provinces. According to the forecast, from July 19th to 21st, there will be a strong rainfall process in most parts of South China, southeastern Jiangnan, and southeastern Yunnan, with heavy to torrential rain as the main feature, with some areas in western coastal Guangdong, southern Guangxi, and northern Hainan experiencing heavy to severe rain. Due to the precipitation effect, significant rising waters are expected in the Pearl River Basin, West River, Beijiang River, Dongjiang River, Han River, as well as the South Du River, Wanquan River, and Changhua River in Hainan. Within the heavy rain area, the Meixiang River, Jianjiang River and its tributaries in Guangdong, the Dafeng River and Fucheng River in coastal Guangxi, and the Wenjiao River in Hainan are at risk of experiencing floods exceeding the warning level.
