Tianjin police report: An 18-year-old male driver collided with and dragged two people while driving without a license before fleeing the scene. He has been detained by the police.

On July 19, the Nankai Branch of Tianjin Public Security Bureau issued a police report: At around 15:20 on July 18, Yang drove a van without a license and had a conflict with another van driver, Liu, while driving on Nanma Road in Nankai District. When the traffic light was red at the intersection, Liu and his wife got out of their car and blocked Yang's car. Yang drove off after colliding with and dragging the two individuals. Liu and his wife sustained minor injuries and are not in critical condition after receiving medical treatment. Currently, Yang has been criminally detained by the public security authorities, and the case is under further investigation.
