It encourages leading enterprises in the recycling and utilization of power batteries to increase investment in technological innovation, actively create municipal-level enterprise technology centers, manufacturing trial platforms and other municipal-level innovation platforms, strive to create national-level innovation platforms, accelerate breakthroughs in key technologies such as rapid intelligent testing and evaluation of waste power batteries, intelligent and fine disassembly, fine extraction of valuable elements, and harmless treatment of residual materials, improve the level of technological achievements transformation and industrialization, strengthen the research and development of core equipment, focus on upgrading to high-end links in the value chain such as recycling and utilization, continuously reduce operating costs for enterprises, and improve industry profitability.
